The legislative powers of the Municipality, except as otherwise provided by the Charter and by the Constitution of the State of Ohio, shall be vested in a Council of seven (7) members elected by ward. Each Council person shall be a qualified elector of the municipality, shall have resided continuously in the municipality of the ward from which they are elected not less than two (2) years next preceding the date of their election and shall continue to reside therein during their term of office. Any Council person who moves from their ward shall forfeit their office immediately.

The term of the members of Council shall begin the first day of January following their election; they shall serve a term of four(4) years or until their successors are chosen and qualified. At the regular municipal election to be held in November every 4 years, the seven (7) members of Council shall be elected by wards.

 
Meetings:
Regular meetings of council convene on the
First (1st) and Third (3rd) Tuesday of every month
City Hall - Council Chambers: 6:30 Caucus and 7:30 meeting

  1. Regular Meetings: The Council shall hold at least two (2) regular meeting in each calendar month.
  2. Public Meetings: All meeting of the Council, whether regular, special or emergency, or of its committees, shall be open to the public, except as provided hereof.
  3. Special Meetings: May be called by the Mayor of any three (3) members of Council.
  4. Emergency Meetings: In case of a local or national emergency, the Mayor or President of Council may call an emergency meeting without twenty-four (24) hours notice in writing. Only ordinances dealing with the emergency shall be passed.
  5. Executive Sessions: Council may call an executive session of its members for any regular or special Council meeting or committee meeting into executive session in any of the following circumstances:

  • Involving personnel considering the purchase, sale, lease or other disposition of real property, conferences with an attorney or attorney of the City concerning issues of pending imminent or potential litigation.
  • Preparing for, conduction, or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment.
  • Matters required to be kept confidential by federal law or rules or state statutes.
  • Any situation where disclosure of the matters discussed might reveal information that could be used for the purpose of committing or avoiding prosecution for a violation of law.
