The mission of Finance Department is to ensure the effective management of fiscal integrity. The department is committed to providing the highest levels of financial services to the public and city departments. The Finance Department also issues invitations to bid on the provision of goods and services to the City. The Finance Department manages the City's financial resources and is responsible for the financial affairs of the City including:

Certificate of Achievement

The City of Warrensville Heights is proud to have won repeatedly the Certificate of Achievement in Financial Reporting from the Government Finance Officers Association (GFOA) of the United States and Canada for its Comprehensive Annual Financial Report.

Income Tax

The current income tax rate in the City Warrensville Heights is 2.6% and is imposed on earned income, consisting of wages, salaries, and net profit of business attributable to activities in the municipality. Credit up to 1.5% is allowed for tax paid to other cities. As with the federal and state income tax, much of the local income tax is collected through employer payroll withholding.

Regional Income Tax Agency (RITA)

Effective January 1, 2021, the Regional Income Tax Agency (RITA) began collecting municipal income tax for the City of Warrensville Heights. RITA is a non-profit governmental agency established in 1971 under chapter 167 of the Ohio Revised Code and is the largest municipal income tax collection agency in the State of Ohio. The City of Warrensville Heights chose the Regional Income Tax Agency for its ability to offer residents and businesses ePayment, free eFiling capabilities, and its ability to maximize the City’s tax collection efforts. RITA will be responsible for the administration and collection of all income taxes and will serve as an Agent of the City of Warrensville Heights in this capacity.

After January 1, 2021 all City of Warrensville Heights tax payments and tax forms, for current and prior tax years, are to be sent to RITA. We encourage you to utilize RITA’s electronic filing and payment system as it is fast, secure, and simple to use. The system will be available for your use beginning January 23, 2021.

Checks or money orders should be payable to the Regional Income Tax Agency or RITA. Please include your Account Number as indicated above on all payments and correspondence.

If you have an existing account with RITA and are already remitting withholding taxes for another RITA municipality, simply add the Warrensville Heights withholding tax payment to the RITA Form 11.

Tax Ordinances, Rules & Regulations

The City of Warrensville Heights Income Tax Department must act in accordance with the Warrensville Heights codified income tax ordinances. Chapter 193 of the Warrensville Heights Codified Ordinances applies to tax year 2015 and all prior years. Chapter 194 of the Warrensville Heights Codified Ordinances applies to tax year 2016 and all future years. Rules and regulations help taxpayers understand the City's administration of the income tax ordinance.
